I read last month's question from a Maryland lottery winner asking about if their laws had changed and would they be able to cash out their future payments. I live in Kentucky and have heard a similar story that soon we will be able to do the same. Do you know anything about this? Brenda S., Louisville, KY Kentucky has also passed a law that will make it possible for lottery winners to assign their future payments and take control of their winnings. The law becomes effective on July 11, 2006. The actual assignment of the payments will require approval from a court of law.
