
DSS Distributes Auxiliary Grant Certification Form

Last week the Department of Social Services (DSS) distributed a letter to providers addressing reporting requirements for facilities that accept Auxiliary Grant (AG) residents. Regulations which took effect August 1, 2007 initially required a financial audit. Following discussions and negotiations with DSS which began last fall, the agency developed a Certification Form and instructions for completing the form which must be completed, signed and submitted by all assisted living facilities that participate in the AG Program. This replaces the previously required “cost report” and mandatory audit requirements. Accordingly, when completing the form the administrator of the assisted living facility must certify that the information provided is true and complete and that procedures are in place for the proper handling of and accounting for residents’ Auxiliary Grant payments and personal needs allowances (if the facility has been asked to manage the resident’s funds). The period covered is state fiscal year 2007, beginning July 1, 2006 and ending June 30, 2007. Please note that the AG rate changed twice in State FY 2007 – on July 1 and January 1 – and for (Question 3), responders should calculate six months at each rate, and add the totals to determine the annual rate. Completion and submission of this form will satisfy requirements for information due to the Department by June 30, 2008. DSS is pursuing fast-track regulatory changes that will permanently address, and we believe eliminate, the audit requirements related to the Auxiliary Grant Program.
